Will MTN KYC API work regardless if such customer has never use MTN?

Also, does a user of my app have to use mtn before they can create a wallet?

The KYC on identifies the brief details if they exist.
To check if the number is active on MoMo, use the GetUserStatus endpoint.

A mobile wallet is just a virtual small banking or money exchange system. 
Kindly dont thing of it as a very intensive AI system.
-it is just a logic driven by transactions.
